I laid before the Marquess of Lansdowne your letter of the 18th ultimo, enclosing a despatch from the Governor of Hongkong respecting French activity in Southern China; and I am directed by His lordship to request that you will inform Mr. Secretary Chamberlain that he is in communication with his Majesty's Minister at Peking with regard to the Consular representation of this country at Canton referred to in Paragraph 2 of your letter.
Lord Lansdowne assumes that Mr. Chamberlain has communicated to the Admiralty a copy of the Governor's despatch in connection with Sir H. Blake's suggestions for the increase of the British Naval force in the West River.
